Cross-border payments for consulting, management services, royalties or intellectual-property licences also have to be assessed separately, because in certain situations a withholding-tax risk can arise. If such payments are treated merely as ordinary supplier invoices, it becomes hard to tell whether the substance of the transaction, the contract terms and the tax treatment match what is actually happening between the parties. This matters especially when software rights, a brand or a development result are used in several countries, but the accounts have to show who the income belongs to and in which country the tax consequences arise.
